2 doctors suspended, accused of harassment

A state board said Wednesday it has suspended the licenses of two doctors, one accused of sexually harassing and engaging in sexual contact with his staff, the other of behaving violently toward staff and patients and sexually harassing staff members.

In an emergency order signed Monday by Dr. Edward Gardner, the chairman, the Arkansas State Medical Board suspended the license of Dr. David Diffine, a Blytheville family medicine doctor, pending a hearing on Dec. 6.

According to the order, the board received a complaint along with a security camera footage from inside the clinic on July 17 of Diffine engaging in sexual contact with and harassment of staff members who are also his patients.

“Specifically, the video shows, among other things, Dr. Diffine performing a sexual act with a staff member while other staff members were present and watching. The video also shows Dr. Diffine walking throughout the clinic naked,” the order says.

In addition to Blytheville, the website for Diffine Family Practice lists Diffine as having offices in Bono and Paragould.

In another order, signed by Gardner on Friday, the board suspended the license of Dr. Justin Phillips, a Little Rock emergency medicine specialist, pending a hearing on Dec. 5, after the board said it had received multiple complaints about Phillips’ violent behavior towards staff and patients.

According to the order, Phillips is accused of regularly having “verbal (outbursts) at coworkers and patients.”

“I shudder to think how much emotional/mental anguish/torment/humiliation he has caused to coworkers who no longer work with us, patients, patients’ families, and current coworkers,” the order quoted a complainant as saying.

Phillips is also accused of having sexually harassed staff members, according to the order.

“Such harassment includes, but is not limited to, sending inappropriate messages, requesting female staff meet him in rooms alone, slapping coworkers on the buttocks and making sexual comments towards staff,” the order says.
